Mobility Fund for Exchange Between Outermost Regions, Overseas Countries and Territories, and the EU

The Archipel.eu pilot project, launched in June 2021, aims to preserve and promote the culture of the European Union’s outermost regions and overseas countries and territories. It is co-financed by the European Union and coordinated by the Institut français (Paris, France), in partnership with the Overseas Countries and Territories Association (Brussels, Belgium) and the Agência de Promoção da Cultura Atlântica (Madeira, Portugal). On the Move is an associated partner for the project.

This Mobility Fund supports the physical and virtual mobility of culture-sector professionals and artists in the outermost regions of the European Union (ORs), the Overseas Countries and Territories (OCTs) and throughout the European Union.

The overall budget dedicated to this specific Mobility Fund is €250,000 divided between two calls:

€100,000 for the current call.
€150,000 for a second call that will concern networking, to be published in February 2022.
Applications are open to artists, groups of artists, and/or culture-sector professionals legally residing in the ORs or OCTs who submit applications on an individual basis (who are not represented by a structure).  The call covers performing arts, music, visual arts, design, architecture, digital creation and other disciplines.

What types of costs can be covered?
Regarding physical mobility, beneficiaries will have their transportation (sea and/or air travel) covered and per diems granted (up to a maximum of 15 days).
Transportation (excluding local transportation) will be covered based on the travel dates requested by the beneficiary. Airline tickets will be in economy class. A repatriation insurance policy will also be taken out for the beneficiary.
Daily allowances are calculated according to the length of the stay and the cost of living at the destination, based on a scale included in the annex. The payment of per diems on a flat rate basis excludes reimbursement of additional expenses (accommodation, local transportation/transfers, visas, etc.).
Regarding virtual mobility, reimbursement is based on actual outlay, according to a provisional budget sent along with the application. Eligible costs include registration fees for on line or hybrid events.
Individual mobility assistance is not intended to cover the cost of transporting goods, art or equipment.
Additional mobility assistance may be granted to artists with disabilities. In this case, the applicant must declare his or her need for support and provide the Institut français with proof of the additional costs.

Eligibility
Project applicants must reside in an Outermost Region of the European Union or an Overseas Country or Territory • Mobility projects must be 7 to 15 days in length and occur between 1 January 2022 and 1 February 2023. Applications must be submitted at least 6 weeks before the desired date of mobility (retroactive funding is not possible).

Rolling applications
This fund is based on a continuous open call until December 2022. Applications must be submitted online and will be evaluated by a panel of experts who meet online every month.
